BISP determines eligibility through the National Socio-Economic Registry (NSER) — a household survey system managed jointly by BISP and NADRA. During the NSER survey, a trained surveyor visits your home (or you visit a NADRA registration center) and records detailed information about your household: the number of members, housing conditions, asset ownership, employment, and other socio-economic indicators.
This data is used to calculate a Poverty Means Test (PMT) score for your household. If your score falls below the eligibility threshold set by BISP, your household is enrolled in the Benazir Kafaalat programme and the adult woman of the household becomes a registered beneficiary.
There is no downloadable application form and no online registration portal — the physical household survey is mandatory because it verifies conditions that cannot be self-reported. The survey approach replaced BISP's earlier parliamentarian-referral system, which was phased out in favor of this objective, data-driven targeting method to reduce political influence over who gets enrolled.

Two Ways to Get Surveyed
Visit a NADRA Registration Center
The most reliable option for first-time registration. Visit any NADRA office and request an NSER survey. Bring all required documents. A surveyor will interview you and record your household data directly at the center.
Community Survey Drives
BISP periodically conducts door-to-door survey drives in specific districts, especially in rural and underserved areas. Contact your local BISP Tehsil office to find out if a drive is currently scheduled in your area.
Documents Required for Registration
✓ CNIC — All Adults
Original Computerized National Identity Card for every household member aged 18 or older. Expired CNICs are not accepted — renew at NADRA before visiting.
✓ B-Forms — Children Under 18
NADRA-issued Birth Registration Certificates or B-Forms for all children in the household under 18 years of age.
✓ Registered Mobile Number
A mobile number registered in your name with NADRA. This is required to set up your BISP Digital Wallet for payment notifications.
✓ Proof of Residence (if asked)
Some surveyors may request a utility bill or other proof of residence for your household address. Bring one if available.
What the Survey Records
The PMT score that determines your eligibility is calculated from several categories of household information collected during the survey:

What Happens After Registration
- 1Survey completion — The surveyor submits your household data to the BISP/NADRA system.
- 2PMT score calculation — Your household's Poverty Means Test score is calculated — this typically takes 1 to 3 months.
- 3Eligibility determination — If your PMT score is below the threshold, you are enrolled in Benazir Kafaalat.
- 4CNIC verification — Your CNIC is verified against NADRA records and your Digital Wallet is set up.
- 5Payment begins — You receive an SMS notification when your first payment is ready for collection.

⚠ Registration is Always Free
