BISP eligibility for the Benazir Kafaalat programme is determined through the National Socio-Economic Registry (NSER) household survey. The survey calculates a Poverty Means Test (PMT) scorebased on your household's socio-economic conditions. Households scoring below the eligibility threshold are enrolled.
✓ You May Be Eligible If:
- ✓ You are a Pakistani woman with a valid CNIC
- ✓ Your household is registered in the NSER database
- ✓ Your household PMT score is below the BISP threshold
- ✓ No household member is a government employee or armed forces member
- ✓ No household member is an income tax filer
✗ You Are Likely Ineligible If:
- ✗ A household member works for the government or military
- ✗ A household member is registered as an income tax filer
- ✗ Your household PMT score exceeds the threshold
- ✗ You own significant agricultural land (above BISP thresholds)
- ✗ Your CNIC is not in the NSER database

How the PMT Score Is Calculated
The Poverty Means Test combines weighted data points collected during your NSER survey into a single numeric score. The lower your score, the higher your priority for enrollment. Key inputs include:

What Your 8171 Result Means
Eligible
Your household meets the BISP eligibility criteria. Your enrolled amount and programme details are shown. Collect your payment at your nearest HBL ATM or payment campsite.
Ineligible
Your household's PMT score exceeds the threshold or a disqualifying condition applies. If you believe this is an error, you can file a re-survey request or complaint. See our appeal guide.
Pending Verification
