Pakistan has over 150 districts, and BISP processes them in clusters rather than simultaneously. The rollout order is determined by BISP headquarters based on ATM infrastructure availability, payment campsite scheduling, and district-level operational readiness. Urban districts with high HBL ATM density are often processed in the same batch as rural districts within the same division.
Within each cluster, BISP sets an opening date and a closing date for the disbursement window. Beneficiaries in that cluster receive an SMS notification on the opening date. The window typically stays active for three to six weeks. This means that even if your district opens its window two weeks after a neighboring district, the total available collection time is the same.
You do not need to visit the ATM on the exact opening day. Waiting a few days after your SMS notification reduces congestion at ATM locations and gives BISP time to resolve any initial technical issues with the rollout.
SMS Notification System
BISP uses an automated SMS system to notify each enrolled beneficiary individually when their specific payment window opens. The SMS is sent to the mobile number registered against your CNIC in the NADRA database — not the number you may have used to submit an application.
The notification message typically confirms that your payment is available and instructs you to visit an HBL biometric ATM or a designated payment campsite. It does not specify a hard deadline — you can collect after receiving the SMS at any time during your district's open window.

Taleemi Wazaif Payment Dates
Benazir Taleemi Wazaif (education stipends for school-going children of Kafaalat beneficiaries) follows the same quarterly calendar as Kafaalat but with one important difference: Taleemi Wazaif payments are conditionalon verified school attendance records submitted by the child's school to BISP. This means Taleemi Wazaif disbursements may lag behind Kafaalat by several weeks within the same quarterly window.
Key points for Taleemi Wazaif timing:
- Attendance verification must be submitted by the school before payment can be released for that child
- If your child's school has not submitted attendance records, their stipend may be withheld even if your Kafaalat payment has already been released

How to Check If Your Payment Is Ready
There are three official methods to confirm whether your Kafaalat payment has been released for your district:
- 8171 Portal: Visit 8171.bisp.gov.pk, enter your 13-digit CNIC and solve the captcha. The result shows your enrollment status and whether a payment is currently available for collection.
- SMS to 8171: Send your 13-digit CNIC (no dashes, no spaces) as an SMS to 8171. The automated reply will confirm your status and payment availability. Standard SMS charges apply.
- BISP Helpline 0800-26477: Call the toll-free helpline during business hours to speak with a representative and confirm your payment status by CNIC.
Payment Not Available After SMS
If you received an SMS notification that your payment is available, but when you check the portal or visit the ATM the payment is not showing, there are several possible explanations:
- Processing delay: Allow 24–48 hours after the SMS notification before visiting the ATM. Funds are sometimes released to accounts in batches that take time to fully process.
- Re-verification required: If your payment shows as blocked on the portal, a pending re-verification is holding the release. Visit a NADRA office for a fingerprint scan to unblock it.
- CNIC mismatch: If your CNIC was recently renewed, the updated details may not yet be synced with the BISP system. Contact the BISP helpline to report this.
- ATM technical issue: Try a different HBL biometric ATM branch. If the issue persists, visit a BISP office or call 0800-26477.
When Exactly to Go to the ATM
The best practice is to visit a HBL biometric ATM after you have received an SMS notificationconfirming your payment is available, and after verifying on the 8171 portal that your status shows “payment released.” Visiting the ATM before these two steps are confirmed leads to failed transactions and unnecessary trips.
Avoid visiting ATMs on the first day a disbursement window opens for your district — queues are longest on day one. Going two to three days after your SMS notification typically means shorter wait times. BISP payment campsites, available in districts with limited HBL ATM coverage, follow the same schedule and are announced by the district BISP office.

What If You Missed a Quarterly Window?
One of the most reassuring aspects of the BISP payment system is that missed quarterly collection windows do not result in lost payments. Your balance remains in your Digital Wallet account indefinitely — there is no expiry date on funds.
This means:
- If you were unable to visit an ATM during Q1's window, the Q1 amount remains available when Q2 opens — you can withdraw both at once
- Missing a collection window does not affect your enrollment status or future payments
- There is no penalty or reduction for late collection
- Your CNIC-linked wallet accumulates uncollected amounts until withdrawal is made
