What is the Ehsaas Programme?

The Ehsaas Programme was Pakistan's national social protection strategy, formally launched in March 2019 under Prime Minister Imran Khan. The word ehsaas means "compassion" or "sense of responsibility" in Urdu — reflecting its stated aim of building an empathetic state that actively reduces poverty and inequality.

Rather than a single payment scheme, Ehsaas was an overarching policy umbrella that brought together more than 130 existing and new initiatives across cash transfers, education stipends, nutrition, health insurance, skills training, and microfinance. Its core goal was to reach 15 million of Pakistan's poorest families through coordinated, data-driven social protection.

The Ehsaas framework made several significant improvements to existing delivery systems. It expanded the National Socio-Economic Registry (NSER) household survey to cover more of Pakistan's rural population, introduced biometric verification at payment points to prevent fraud, and accelerated the move from cash-in-hand payments to digital mobile-wallet disbursements. How Ehsaas and BISP Are Connected

The Benazir Income Support Programme (BISP) was established in September 2008 — more than a decade before Ehsaas existed. When Ehsaas launched in 2019, BISP was designated as the primary implementing institution for the cash transfer components of the new strategy. In practical terms, this meant BISP continued running its programs but now operated under the broader Ehsaas policy banner, received additional federal funding commitments, and benefited from the coordinated data infrastructure Ehsaas was building.

The underlying eligibility rules, payment amounts, and delivery mechanisms remained largely unchanged.

Eligibility Criteria

All Ehsaas / BISP cash transfer programs use a single eligibility determination process based on two components:

  1. NSER Household Survey: The National Socio-Economic Registry (NSER) survey collects data on household income, assets, housing quality, education levels, and other socio-economic indicators. Participation in the survey is the first requirement for any BISP benefit.
  2. PMT Score: The survey data is processed to calculate a Poverty Means Test (PMT) score. Households that fall below the defined PMT threshold qualify for Benazir Kafaalat. Those above the threshold do not qualify, regardless of perceived need.

Additional conditions apply to sub-programs. For Taleemi Wazaif, enrolled children must maintain at least 70% school attendance per quarter. For Nashonuma, household members must register at a designated Nashonuma facilitation centre and attend regular health check-ups.

If any member of your household is employed by the federal or provincial government, the household is automatically ineligible for BISP cash transfer programs, regardless of PMT score.

How to Check Your Status via 8171

BISP provides two official methods to check whether your household is registered and eligible, and to confirm payment status:

  1. Online portal: Visit 8171.bisp.gov.pk, enter your 13-digit CNIC number without dashes, complete the CAPTCHA verification, and submit. The portal will display your current registration and payment status.
  2. SMS: Send your 13-digit CNIC number (without dashes or spaces) as an SMS message to 8171. You will receive an automated reply within a few minutes confirming your status.
  3. BISP helpline: Call 0800-26477 (toll-free) to speak to an agent if you need further assistance or have a complaint.

BISP registers one woman per household as the primary beneficiary. Always use the CNIC of the registered woman — not a husband's or other household member's CNIC — when checking status.

Why Was the Ehsaas Brand Name Dropped?

The shift away from the Ehsaas name after April 2022 followed Pakistan's change in federal government. Incoming administrations in Pakistan have historically reviewed and often rebranded predecessor governments' flagship social programmes — this is a recurring pattern rather than a unique event. The "Benazir" prefix used since 2022 references Benazir Bhutto, reflecting the new administration's political branding choice, while the underlying programme infrastructure, NSER survey data, and BISP institutional delivery mechanism continued without interruption.

Ehsaas Components Beyond Cash Transfers

While this site focuses on the cash transfer and stipend programmes delivered through BISP (Kafaalat, Taleemi Wazaif, Nashonuma), the original Ehsaas strategy also encompassed components outside BISP's direct delivery — including the Ehsaas Interest-Free Loans (microfinance) programme, Panahgah homeless shelters, the Langar/Koi Bhooka Na Soye food security initiative, and the Kamyab Jawan youth loan and skills programme. Why So Many Unofficial "Ehsaas" Websites Exist
