The shift to biometric verification addressed all of these issues simultaneously. Since only the registered beneficiary's fingerprint can unlock the ATM withdrawal, it is significantly harder for a third party to collect a payment without the beneficiary's physical presence and consent.
The card-and-PIN phase also coincided with an earlier programme scale, when BISP enrolled fewer households and managed smaller payment volumes.
